MBA was selected by Telecom to lead this project based on its understanding of the business of the Inland Revenue Department (IRD). MBA had been part of the IT strategy development team at IRD and specifically had led the development of the electronic commerce strategy. The electronic commerce strategy had been based on identified business drivers such as delivering consistent high-quality information and lowering the costs of compliance with business tax regulations.

Objective
- Establish a profile of telecommunications assets and usage showing what do we have, why, is it useful, does it lower internal costs, and does it improve customer service?
- Bring the global telecommunications environment of BNZ under control.
- Use telecommunications to contribute to a lowering of the several costs of doing business.
- Implement rationalisation measures where appropriate domestically and in overseas locations in Fiji, Australia (offered the greatest potential for BNZ based on trade between New Zealand and Australia), Singapore, Hong Kong, London, New York, & Los Angeles.

Understanding Business
The mayor and council of Wellington had commissioned Professor Howard Frederick, principal author of the New Zealand government policy on knowledge management, to advise them on what the Council should be doing by way of electronic commerce to advance Wellington’s economic development. Professor Frederick proposed the idea of an Electronic Trading Cluster - a virtual cluster, an electronic trading community, unified in its promotion of that unique Wellington "je ne sais quoi" of flair and style.
